Introduction
War is a phenomenon that is seen as a historical reality. It is as old as humanity and as destructive as it is old. With the change in war techniques and perceptions of the modern world, war was perceived as creating a world in which democratic countries would not fight within the scope of democratic peace theory.1 However, this is a big blunder. It has also been seen in the post-1990 period that the democratic peace theory does not establish a causal connection with the fact that there is no war between democracies.2 Wars are the fundamental reality of the international system today as it was in the past. The Russia-Ukraine war, which started in 2022, is one of the latest illustrations.
