Recognizing Grand Strategy: The Case of Vladimir Putin (2000-2023)

This research explores the trends in Moscow’s diplomacy in relation to its overall strategy. In this context, it aims to investigate the evolution and construction of Vladimir Putin’s grand strategy between 2000 and 2023. To accomplish this, the article utilizes computer-assisted data analysis, specifically computer-aided thematic analysis (Atlas.ti). Hereby, 577 official speech transcripts were analyzed. To this end, the speeches under the categories of “Addresses to the Federal Assembly” and “Statements on Major Issues” have been collected to reveal the strategic logic behind Russian actions and behavior. The findings reveal that Putin’s grand strategy revolves around making Russia a center of influence and achieving a global power status, which this study conceptualizes as the “Glory to the Motherland.” In this context, reclaiming deserved status, counterbalancing Western hegemony, inventing multipolarity, and the security and preservation of the sphere of influence of the fatherland surfaced as the focuses for reversing Russia’s weakness experienced during the 1990s.

Introduction1

It is important to understand the nature of how a grand strategy could provide invaluable insight and foresight to both states and leaders. Strategy allows states to devote their time, energy, and more to creating efficient policies and to reach their objectives through more practical means. Strategic planning also allows states and governments to be ready for threats and learn how to cope with challenges. By knowing the ultimate ends, the reinforcement and utilization of capabilities become easier and more effective. Without completely understand how grand strategy works and how it is created, both academic and political studies conducted in the field remain imperfect. The lack of knowledge also exacerbates the debates on whether grand strategy even matters. After the contribution of this study on Putin’s grand strategy, the awareness of this subject will be raised, and its importance will be better understood.

 

This study has chosen Russia as the subject of investigation with a particular focus on Vladimir Putin. Putin’s grand strategy is a complex and fascinating subject to scrutinize and requires a comprehensive approach to fully comprehend. Understanding the grand strategy of any country in the world requires a thorough investigation of fundamental themes such as means, goals, and challenges.2 Internal and domestic politics, past experiences, ideas, elites, culture, and external factors, including security threats, perceptions, and the distribution of power, are of significance. Scholars in this field seeking to explain the dynamics of Putin’s grand strategy are forced to pursue an eclectic, incisive, and systematic approach. Only by doing so can they have a better idea of the complex structure of this subject.
